Check an environmental claim against the data, write down what you found, and give it a verdict anyone can follow.
An Excel workbook with one row per claim: the claim word for word, the metric and its unit, the baseline year and value, the latest year and value, and what the claim says changed, as a percent or in units (“up five points”). The change in the data and a verdict fill themselves in: Supported, Partly, Not supported or Cannot tell, by a rule printed on the Summary sheet, with a column that says why. An “about” claim gets a tolerance you set; an “at least” or “more than” claim is Supported only when the data reaches its figure.
The Evidence sheet keeps, for each claim, the table and the query that produced the figures, every data fault it ran into, the caveats, a fair way to say it and a link to the data. The Summary sheet lists every claim with its verdict and its fair version on one page.
It comes filled in with six claims about the Verdant Union, written for this template and checked against the Green on Paper tables. Two hold, one holds in part, two do not, and one cannot be settled because a single missing methane value decides it. The faults it meets are real ones from the data: nuclear output flagged as renewable, and CO2 figures stored as text with thousands separators.
XLSX for Excel 2010 or later and LibreOffice, four sheets. Formulas only, no macros; no function needs Excel 2019 or Microsoft 365.
